It is unequivocably NOT an unpaid role.
While I don't know what your council paid in that euphemistic term "allowances", my own local council pays each elected member over £9k a year which is topped up quite considerably by posts on quangos like the local transport authority, just for instance.

Actually you Juzzy do not appreciate what people in local goverment do - at no point are you dictating or legalising/illegalising people's behaviour purely it is a (unpaid) role which addresses local issues such as parking fines, street lighting; etc to name a few of the recent issues.
