How common is this type of ruling?
No idea about this particular case, but in principle, if anonymity substantially increases the chance of rehabilitation...

As Soy says, there are ways of finding his identity, and some people probably will. It can't be too difficult to find the name of a sadistic killing who murdered three people, can it?

Yes, I think we do too.
It's possible to figure out his identity though, isn't it? Not by me personally, but I'm sure many will manage it. So they may as well release it.
